Cardinal Castrillón Hoyos, President of the Pontifical Commission, "Ecclesia Dei" has said regarding the motu proprio Summorum Pontificum, on July 24, 2007 to 30Giorni:
The Motu Proprio did not change Canon Law. The Apostolic See has the power to order the sacred liturgy of the universal Church. And even though the bishop is the moderator of the liturgy in his own diocese, he has to act in harmony with the Apostolic See, and has to guarantee to each faithful his own rights, including the one to be able to participate in the extraordinary form of the Roman Rite.
Pseudo-news reports claimed there was a minimum requirement of 30 faithful requesting the Mass using the 1962 Missal. In fact the motu proprio does NOT set a minimal number of faithful needed to celebrate the Mass of Saint Pius V. said Cardinal Castrillón Hoyos.
